The Grid Acceleration Coalition's Proposal
A group of nine electric transmission utilities, including Ameren and Evergy, has formed the Grid Acceleration Coalition. Their mission? To bypass the competitive bidding process for large-scale powerline projects. They argue that reducing competition is the fastest way to get more energy onto the grid, serving the growing demand from AI data centers and other big power consumers.
The coalition wants the Federal Energy Regulatory Commission (FERC) to grant them the right of first refusal for these projects, essentially becoming the default developers for any large multi-state transmission initiatives. This would mean a significant shift in how these critical infrastructure projects are undertaken.
Delays and Dominance
The utilities argue that delays in infrastructure projects are hindering progress. They believe that by removing the competitive bidding process, they can expedite the construction of new powerlines, which is crucial to meeting the spiking load growth and achieving dominance in AI and other industries.
Davis Strobridge, director of regulatory strategy for ITC, emphasizes the need for swift action. He states, "We need rules and regulations that do things quickly and don't have red tape involved." The current process, which can take up to 20 months to select a company for a large-scale powerline project, is seen as a major roadblock.
State Lawmakers' Opposition
However, state lawmakers from Missouri, Iowa, Montana, Wisconsin, and Kansas have voiced strong opposition to this proposal. They argue that removing competition will lead to increased costs that will ultimately be passed on to consumers.
State Sen. Tracy McCreery, a Democrat from Kirkwood, expresses concern about the potential lack of cost control. "Without competition, there would be no motivation for these investor-owned utilities to do things in an economical manner," she says. McCreery highlights that infrastructure costs are already a significant burden for many Missourians, with nearly a quarter facing unaffordable energy expenses.
A National Priority
This debate is not just a local issue. More than a year ago, President Donald Trump declared a national energy emergency, making new electric generation and transmission infrastructure a priority. The transmission utilities argue that the project solicitation process is delaying grid upgrades and hindering the ability to bring new power plants online.
However, consumer advocates and lawmakers counter that competition is essential to keep costs down. Prior to 2011, transmission companies operated as regulated monopolies, with the right of first refusal for building new transmission lines. Policy changes opened up these projects to a competitive process, allowing developers from across the country to submit proposals.
A Battle for Economic Growth
The utilities' request highlights the increasing electricity demand, particularly in the MISO and SPP regions, which they attribute to the AI data center development boom. They believe that the competitive project solicitation process is hindering their ability to take advantage of this boom and facilitate the increased demand.
Courtney Lewis, spokesperson for Evergy, emphasizes the company's position as a home utility in the region. "We own and operate the local power grid, and we are staffed to monitor and quickly respond to any issues," she says. Evergy believes it is well-positioned to build the necessary transmission infrastructure.
